Medicare Advantage Enrollment Limits for 2027: When a Plan Can Close to New Members
For 2027, a small number of Medicare Advantage plans can stop taking new members once they hit a CMS-approved enrollment cap. An actuarial review of the 2027 plan data found 64 plans with an accepted cap, ranging from 410 to 56,345 members (Wakely, October 2026). If a plan you want is capped, apply early in Open Enrollment, which runs October 15 to December 7, 2026.
Most of the roughly 5,532 Medicare Advantage plans for 2027 have no cap (CMS). But if your top choice is one of the 64, timing matters.
What an enrollment limit is
Normally, a Medicare Advantage plan must accept every eligible person who applies during a valid enrollment period. CMS guidance for 2027 allows an exception. A plan can set an enrollment capacity limit as part of its yearly bid, and CMS must approve it (CMS 2027 enrollment guidance).
A plan without an approved limit can’t turn people away for capacity reasons. CMS only grants a mid-year limit if member health and safety is at risk.
How a capped plan fills up
CMS rules for capped plans (CMS guidance, section 50.10.1):
- The plan must accept valid applications in the order it receives them until it reaches the cap.
- Applications received before the cap is reached must still be processed, even if the plan fills up that same day.
- Once full, the plan must close to all new applicants.
- It stays closed until space opens through natural attrition, when members leave.
- Anyone denied must get a written notice explaining why, within 10 calendar days.

Gotcha: the cap applies to Medicare Advantage (Part C) plans only. Stand-alone Part D drug plans must still accept everyone who is eligible.
Which plans have caps for 2027
The 2027 plan data from CMS lists capacity limits at the plan level for the first time. According to the Wakely analysis of that file:
| Detail | 2027 figure |
|---|---|
| Plans with an accepted cap | 64 |
| With drug coverage (MAPD) | 61 |
| General plans (not Special Needs Plans) | 59 |
| PPO plans | 35 |
| HMO plans | 21 |
| HMO-POS plans | 8 |
| Smallest cap | 410 members |
| Largest cap | 56,345 members |
| Median cap | 5,689 members |
Nearly all capped plans come from regional and local insurers, not the big national companies.
My take: 64 plans is a tiny share of the market, so most people won’t run into this. But small local plans are often the ones people seek out for a specific doctor or hospital. If that’s you, don’t wait until December.
Why plans are adding caps
Insurers have been trimming for 2027. Wakely found about 1,226 plans exiting through closures or crosswalks, affecting more than 6.3 million members. About 3.0 million people are in plans closing with no automatic move, so they must pick new coverage (Wakely).
All those people shopping at once can flood the plans still open. A cap lets a smaller plan limit growth it can’t handle, like a network that can’t add many new patients. If your plan is ending, see our guide: Your Medicare Advantage plan is ending for 2027.
If you’re already a member
Caps limit new members. If you’re already enrolled in a capped plan and it renews for 2027, you generally stay in it. You don’t need to reapply.
Watch out for: switching out and hoping to switch back later. If you leave a capped plan and it’s full, you may not get back in until space opens.
How to protect your choice
- Check early. Use the Medicare Plan Finder as soon as possible. Look at the plan’s documents or call the plan to ask whether it has an enrollment limit.
- Apply early in Open Enrollment. Capped plans take applications in the order received.
- Keep proof. Save your confirmation number and the date you applied.
- Have a backup plan. Pick a second choice that covers your doctors and drugs.
- Read any denial notice. It must explain the reason. You keep the coverage you had and can choose a different plan during a valid enrollment period.
- Know your Special Enrollment Periods. If your plan is leaving, you may get extra time (Medicare.gov).
For free, unbiased help, call your State Health Insurance Assistance Program (SHIP) or 1-800-MEDICARE, available 24 hours a day. SHIP counselors fill up fast in the fall, so book early.

An analysis of CMS’s 2027 plan data found 64 plans with an accepted cap, mostly from regional and local insurers.
What happens if I apply after a plan is full?
The plan must deny the request and send a notice explaining why within 10 calendar days. You keep your current coverage and can choose another plan.
Will I lose my plan if it has a cap?
No. Caps limit new members. Current members of a renewing plan generally keep their coverage.
Do Part D drug plans have enrollment caps?
